Where are the Courts in Virginia?

SCOTUS should expedite a challenge to this law. In fact, a lower level judge should issue a stay right now. Where are they? Our government is hopelessly corrupt and only works for the Ruling Class.
This issue is crystal clear, a violation of one of the prime articles of the Bill of Rights.
