It is not Bill, it's an oligarchy. Rule by elites is always in the best interests of the elites doing the ruling. Sometimes they lie to us - and even themselves - and believe it's for the public good (look at the Bush family, for instance) but in the end it profits the rulers.

5 I might point out that what we're talking about here is what the supposed Golden Age of Athens had: rule by the first citizen. And a number of those "first citizens" fouled up the works greatly. The sainted Pericles basically brought down the whole house of cards. His policies led to Athens's defeat at the hands of Sparta.
