Usually this happens when somebody's had way too much alcohol to drink. But Biden is known to be a non-drinker, so I don't know what explains this.

He might be a non-drinker, but what of cocaine? I have read rumors the Big Guy likes the nose candy as much as Hunter or his daughter.

I hadn't heard that, but it certainly is possible, given Slow-Joe's behavior over the past few years. Not to mention the fact that nobody ever claimed that bag of the stuff they found in the White House.
