The Constitution gave the power to control Congressional districts to the states, thus making political power devolve to those states. But the courts stuck their noses in it some time ago (using the Civil Rights Acts) and thus Republicans can now win control of states but still aren't allowed to control redistricting, meaning they cannot change the balance of power even when they win.
