The CIA rolled out a campaign encouraging Russian citizens to share state secrets with them via Telegram—an act of lunacy so outrageous, it caused CIA-trained former US Army Lieutenant Colonel Tony Shaffer to exclaim that Russian intelligence agencies will gladly share state secrets with the CIA, none of which, of course, will be true.

I've wracked my brain and found squat. There is no tactical or strategic advantage to this as far as I can determine. I think they really DO believe they will get some decent intel out of this!
