Not a Navy admiral. A member of the Public Health Service, which carries the same ranking system as the US Navy.

You're right, Bill. It's very confusing for the two services to use the same terminology. And frankly, I think he/she/it is going to do as much damage at the Public Health Service as he/she/it would do if in the Navy.

Good reason for it, though. The Public Health Service was originally created to serve as the medical provider for the Merchant Marine. And I actually think that he/she/it will do far more damage in the PHS than he/she/it would do in the USN.

I remember C. Everett Coop (who I always thought a bit of a weirdo) always wore what looked like a Navy outfit when he was surgeon general. Now I know why.

Bill's probably right about the capacity to cause damage. And I will ungallantly point out that he/she/it is ugly enough to scare a cat out of a fish market. Not that it's important. But if you're trying to pass yourself off as a member of the opposite sex, it doesn't hurt to have the "right look." If you encountered this "creature" in an elevator, I'm sure your first thought would be "My! A guy trying to pass for a gal."
