"Spitting Lady" Terrorizes Upper East Side NYC

There goes my dream of winning the lottery and moving to the Upper East Side of Manhattan. Well, the second half of the dream, anyway.
This is what it was like when Dinkins was mayor, before he lost to Giuliani.
The "crazed crooner" is a guy - also in the East 70s, who sings all day at the top of his lungs.

The crazed crooner tormenting residents of an Upper East Side high-rise is just the latest example of how Mayor de Blasio has turned over the streets to unhinged vagrants.
Another is a woman known to Upper East Siders as "The Spitting Lady of 77th Street.â€
Confronted by The Post last week, the homeless woman — who locals say has been spitting on passers-by for years — shouted: "I’m calling the cops! I know my rights! I live in the streets!â€
