When a private company dumps toxic waste it leads to prison sentences and gargantuan fines and superfunds. But if a company does it to "fight climate change"?

Indeed they should.
When I was a kid I grew upp near a Portland Cement factory. We used to get rains of sand at times; pollution coming off the plant. The government shut it down because of the health hazzard it posed (and they shut down the asbestos factory which dumped asbestos in the creek us kids used to play in.)
So why was what the cement factory doing wrong? I mean, they were doing nothing fundamentally different than these guys.
