Actually, JFK was pretty much of a weakling too. He is thought strong for his actions in the Cuban Missile Crisis, but that was the only time he showed any spine. (And that was unnecessary; he could have handled that through back diplomatic channels but he made a big show of it to bolster his reputation since people were noticing he was incompetent and weak.)

I once saw Arthur Schleisinger, hardly a right winger, give a speech at St. Louis University when I was there, and he argued this point. He clearly thought Kennedy was a powder puff and incompentent. He said the best thing that happened to Kennedy was getting assassinated, because otherwise he would go down in history as Jimmy Carter.
