Iran or China?
Both would have a reason to try to close the canal. Iran more than China, but the Chicoms are mad about losing control of the canal to the U.S.
Do note this in no way imperils the canal itself but it does hurt Panama, cutting the capital off from the western part of the country. That seems like the kind of thing the Chicoms would do; it's to punish Panama as opposed to closing the canal. Iran would want to close the canal.
Any way you slice it I seriously doubt this was just an accident.

Yeah, since I haven't heard that Panama has an overstock of illegal aliens who are getting trucker's licenses even though they can't read the road signs.
