Obama Quid Pro Quos

Yes, Obama illegally used taxpayer dollars to promote abortion overseas - a clear violation of the Hyde Amendment.

I remember that. Obama did that to a number of countries. He also used taxpayer money to help his cousin, the socialist Muslim Raila Odinga, win election in Kenya. When that failed he used tax dollars to promote Muslims there. See also here.
He spent taxpayer dollars to defeat Benjamin Netenyahu in Israel, too.
He violated U.S. law by providing financial aid to the Ukraine in overthrowing the Democratically elected president.
It is interesting to note that the government he helped install has been at the epicenter of things where Trump is concerned; the Ukrainians were facilitated the Steele Dossier against Trump and also are now the center of the impeachment accusations against Trump, who is undoing the Obama legacy.
He interfered with the Honduran transfer of power when Marxist President Manuel Zalaya was removed from office when he tried to unilaterally amend the Constitution so he could remain in power. Obama supported reinstating Zelaya, and he spent taxpayer dollars to pressure the Honduran government, which removed Zelaya in a completely legal way. But we are to forget about all of that!
