Frustrating article. Goes on and on about how reinvestment is not happening, but gives no reason for it -- not even a guess. Unless I missed it.

I know Dana. They apparently didn't want to state the obvious; the government, under Biden, has spooked investors by saying we will be off oil by 2030 and promising to get back in the Paris Accord and using strongarm tactics on banks to stop lending to oil producers.
I don't know what they author of that feared, but he clearly didn't want to touch the root cause.
