Yeah, maybe. He "made the trains run on time," but I'm not sure he kept the lights on. Though they didn't have these kinds of problems in his day.

Mussoolini is a complex figure in history. Historians agree he was not a monster. He tried to keep Hitler reined in early on (until he wound up the junior partner). He was "the tops" as the song goes because he was capable enough to keep things running adequately.
