In other countries, an "insurrection" means when people or armies storm the seat of government, kill people, arrest people, and blow things up in a takeover of government. In America Democrats say an "insurrection" is a bunch of unarmed yahoos who break one window and run into a government chamber to take selfies. And the only death is when a government trooper kills a selfie-taker.
