Because many of those who run the American system hate it and want to show the world we are vulnerable. No exceptionalism for us!
They took the idea of Mutual Assured Destruction, that both sides be vulnerable, and applied it unilaterally to modern times. It's why Madalyn Albright called for a second superpower to counterbalance the U.S. when the U.S.S.R. fell (and then we subsequently built the PRC into that counterweight.)
