Yes it is and it should die at this point. We need to start from scratch with a whole new system - one more responsive to the people it ostensibly serves and the culture from which it sprang.

It will be terribly difficult to do though Dana. We have to destroy an entire nation-wide industry and build on a better foundation - and that with a large swath of the country resisting any reform.
