This has two and only two possibilities. One, he's Inspector Clouseau. I do not believe that; how could someone rise to the top in an investigative organization with that type of incompetence? The second option is he did what he was supposed to do. Drag this out to smear Trump as long as possible. Heads SHOULD roll either way. Nobody that inept or that corrupt should have been anywhere near the top echelons of power.
