If you ever read Christopher Ruddy's "The Secret Life of Bill Clinton" this is exactly what the FBI was doing that led to the Oklahoma City bombing. They caused it.

3 The Federal Bureau of Ineptitude has a long string of such "successes." The guy who was going to blow up the Mackinac Bridge but, it turned out, was actually bootlegging cell phones. The guy who was going to blow up downtown Cincinnatti but was actually just annoyed by a corporate sign and wanted to blow it off of their building. The group in Florida that was holding close order drill which gave back the explosives and asked for combat boots.
