Now think of all the copper windings in wind turbines and the copper cabling needed to bring that power ashore. Underutilized virtually all of the time, but the cabling must be there for the periods that the winds blow optimally.

Mining and resource extraction are capital intensive industries. Miners don’t sink major investment where there is political & economic unrest.
