Dropping the Ball

These are the kinds of people working for the Secret Service.
First this guy followed some people around to the point where they went and hid in their roooms, then he was caught with his pants around his ankles in full glory.
But hey! He wasn't on duty!
No wonder the Secret Service keeps dropping the ball (literally in this case) and is unable to fulfill it's mission of protecting the President.
