Henry Kissinger, on April 24, 1974, in his memorandum to the NSC, suggested:

"Depopulation must be the highest priority of American foreign policy toward the third world.
The American economy requires ever-increasing quantities of natural resources from abroad, especially from less developed countries ... Wherever population reduction would help improve the prospects for such stability, population regulation policy becomes tied to U.S. resources, expenditures, and economic interests."

Not surprisingly, this policy was introduced under President Carter with the help of Kissinger and Brzezinski, both politicians with close ties to David Rockefeller
