They lost track of 243 criminals including 21 murderers and 13 attempted murderers.

Cook County is, of course, Chicago and its environs.
My first wife (who I like to refer to as "my practice wife") and I used to pal around with a gal from that neck of the woods, and we would often go into Ontario for one thing or another. When asked by Customs where she was from, she'd never say a city, just "Cook County, Illinois." I'd sometimes dig her about being ashamed of Chicago corruption and she'd get really pissed, saying there'd never been any convictions; to which I'd reply "Carol, you've had too much to drink!"
