Biden has done this with a lot of Trump initiatives. Trump took steps to drop the price of insulin. Biden came in and tore Trump's exectuve orders up, and now is proposing exactly what Trump had implemented.

Biden is realizing if he wants to be re-elected he must TEMPORARILY get the price of gas down. He'll approve this but footdrag until he's re-elected then kill it.
