Isn't this essentially calling for a military coup against the Trump Administration?

Uh, Senator, we have civilian control of the military for a reason. The Constitution is designed to put the People's choice for President in charge of our military precisely to avoid what you are popsing.

The President controls the military so it cannot become enslaved by Congress, which has the money to advance it's own interests with military power.

If Mark Warner fears Trump is becoming a tyrant (something he cannot prove but can merely make unsupportable allegations) it's HIS job, and the job of his fellows in Congress, to defund the Executive branch. But he knows he can't prove this and can't get enough Congressmen to support defunding the President, so he wants to convince the military to overthrow and disobey their commander in chief.

Warner would be the first one to call it treason if, say, Josh Hawley had called for a military coup against Joe the Autopen.

1 Sen. Warner has always been one of those guys whose mouth is bigger than his intellect. Right now, he and all the other Jackasses in Washington are talking merely for effect.

2 That "he President controls the military so it cannot become enslaved by Congress" is not actually quite correct. The president directs the military in whatever endeavors the Congress directs, since the power to declare war lies exclusively with Congress. For the president to direct actions of war by the military against other nations without authorization from Congress is a violation of the constitution. That violation has, of course, become entirely routine, but that fact does not mean it is in accordance with the constitution. It merely means that we are in the process of tearing the constitution into shreds.
