They knew in 1993 about the Washington Swamp

Jack Kemp

In 1993, there was a movie called "Dave" starring Kevin Kline and Sigourney Weaver. Dave was a small businessman from the Midwest - and a dead ringer for the President (also played by Kline). When the real President had to undergo a hospital operation, government agents put Dave in office for a while because the real Vice President was stark raving mad. So when Dave brought his local accountant, played by Charles Grodin, to Washington to help him conduct budget hearings and actually try to balance the budget, Grodin said a line that made me and many others in the audience cheer and applaud.

In a two part collection of trailers for this movie "Dave" on the Internet Movie Database, after the first 30 second trailer ends, there is a 2 min. 6 sec. trailer that says at the 44 second mark the words of Dave's small town accountant concerning his pro accountant's review and opinion of the National Budget. Grodin the accountant says, "Who does these books? I mean if I ran my business this way, I'd be out of business."
