Even if humans could make a significant difference in total atmospheric CO2 content, these global agreements still wouldn't achieve anything when the reduction in emissions by Western countries can't keep pace with the increase in emissions by China alone.
Not that humans are responsible for the majority of atmospheric CO2 content. That is largely controlled by the natural uptake or degassing of CO2 from the oceans. The oceans have warmed gradually since the Little Ice Age and accordingly CO2 has been released into the atmosphere.
The ocean stores 50 times more carbon than the atmosphere, and 20 times more than land plants and soil combined. Humans have little impact on CO2 in our atmosphere as this chart clearly demonstrates.
