Large but No Charge

Imagine that, a delay in government. I've always thought the goal to go all electric by date certain was a pipe dream. How hard can it be to install chargers? Is the permit process a nightmare or something (my local building departments have become totalitarian). I saw a local college installed chargers, no clue if funding came from the same source, so I'm a tiny bit skeptical.

Congress provided $7.5B for electric vehicle chargers. Built so far: Zero.
