This is impressive and could be promising if it really works. Right now, I'm skeptical because it has not been peer reviewed. It is claimed that a force can be produced without fuel being burned and expelled at high speed to provide thrust as Newton's Laws predict.
It is impressive because he is a serious scientist with long NASA experience. However, violating the existing laws of physics is a very extraordinary claim which requires extraordinary proof.

After decades of research, Buhler says he and his team had shown unequivocally that a new, fundamental force was at work and that his devices were tapping into that force to produce thrust without emitting any mass or propellant.
"Essentially, what we’ve discovered is that systems that contain an asymmetry in either electrostatic pressure or some kind of electrostatic divergent field can give a system of a center of mass a non-zero force component,” Buhler explained. "So, what that basically means is that there’s some underlying physics that can essentially place force on an object should those two constraints be met.”
Tim adds:
I am very skeptical. Reactionless spacecraft violate basic laws of physics and are the equivalent of perpetual motion devices. It's like pulling yourself to the moon with an extension ladder, climbing to the top then pulling the bottom back up and extending it again.
The one thing we know is there is no such thing as a free lunch. The scientist involved works for NASA, so he's a government man. No wonder he thinks he can get free thrust...
