The CO2 Coalition statement concerning Gavin Newsome proposing $800 subsidies for high gasoline pricing.:
Measures like stimulus checks and suspension of gas taxes are gimmicks that only increase demand for fuel and add upward pressure to prices. They do nothing to address the underlying problem of too little supply. The solution to that is increased production of domestic energy.
Proponents of fake solutions are more concerned about their own political fortunes threatened by their adherence to a global warming ideology squandering the prosperity of a great country and the freedoms of people who deserve better.

This means the state can continue to drive prices upward but make it appear they are helping out the little guy. And by giving a "rebate" they trick people into thinking they are getting something for nothing when in fact they are paying out far more than some paltry eight hundred bucks.
It's just another case of "how do we fool 'em today".
