David Dickinson adds:
I'm fairly certain, since they are speaking of residents and not just citizens, that the reason California is the worst is because we have the most adult illegal aliens, mostly from Mexico, many of whom are uneducated or at least under-educated. They say we have approximately two million illegal aliens but knowing the people who run this state who always lie about these kinds of things, it's probably significantly higher than that.
Tim Birdnow adds:
That is undoubtedly true, David; it really drags down the educated pool. And, of course, you have a lot of children of illegals who no doubt were under educated (or not educated at all) even though they are U.S. citizens by birth. Finally, California is no doubt terrible in terms of public education in many places, the citadel of liberal teachers and the NEA. This may not make them officially uneducated, but it sure makes them undereducated.
