Coastal Maine has a lot of seaweed, and a fair number of cows. About a quarter of the methane in the country comes from cattle, which produce the gas when they belch or flatulate.
The concept of feeding seaweed to cows has gained traction in recent years because of some studies that have shown its potential to cut back on methane. The reduction might be because the seaweed interrupts the process of production of the gas in the animals' guts.

Beef in particular is hated by the Left, who see it as a symbol of American capitalism; we are the only country that can eat large amounts of beef on a regular basis. They want us eating fish and chicken and rice, like the Chinese or other poor people.
So this "cow methane" business was made to ordered.
If you remember the movie "It's a Mad, Mad, Mad, Mad World" the character played by Milton Berle lost all his money in a seaweed farm; he was a sucker who bought this kind of stupidity. We were all laughing - then. But now they've actually made him into a visionary. But in the end it's still comedic, whether some people make money on it or not. Seaweed is nothing but underwater grass, after all.
